Minutes of the November 2005 MeetingMINUTES OF AN ORDINARY MEETING OF TREDINGTON PARISH COUNCIL HELD IN THE SCHOOL HALL, TREDINGTON ON MONDAY 14TH NOVEMBER 2005 AT 7.30PM PRESENT: MRS.G.STUART (CHAIRMAN), MR.J.NEWBERY (VICE-CHAIRMAN), MRS.P.FORSTER, MR.A.HOLMES, MR.W.ADDISON, MR.M.HUTCHINGS, MR.N.DUNN, MR.M.TOLLEY, COUNTY COUNCILLOR C.SAINT AND 5 MEMBERS OF THE PUBLIC.1. Apologies for absence. MR.M.REYNOLDS, MRS.S.BAILEY, COUNTY COUNCILLOR I.SECCOMBE 2. Declarations of interests. Members are asked to declare interests in items on the Agenda in accordance with the following provisions: (a) Parish Councils' (Model Code of Conduct) Order 2001 Members are reminded that the Code of Conduct provides that should they have a prejudicial interest in any matter under discussion they should withdraw from the room and not seek improperly to influence a decision about that matter. No declarations were made at this stage. 3. Acceptance of the minutes of the previous meeting (October 2005) The Clerk had circulated the minutes which were accepted by those present as a true record of what had taken place. The CHAIRMAN signed the minutes book. 4. Matters Arising from the minutes of the previous meeting (a) Newbold Village Hall car park lease Mr.HUTCHINGS reminded members of the purpose of leasing the car park to the Village Hall Committee. The Solicitors had drawn up the necessary papers and these were presented to the members who, after making some minor alterations to the plan, gave their approval to the lease being offered to the Village Hall Committee. (b) Bus Shelters at Newbold on Stour This matter had not been progressed. The CHAIRMAN asked members of the public to speak on the subject and some concerns were raised about the suggestion for a shelter opposite the Bird in Hand Public House, which, in the opinion of the members of the public present, was not needed as generally people only alighted from buses at this stop. The members of the public were assured that when the matter was progressed there would be a full public consultation. (c) Allotments Newbold on Stour -new signs/water supply The Clerk had received a quotation from Severn Trent to connect to their supply at a cost of £560.70 (ex vat). A plumber would be required to connect to the supply and to lay the pipe into the allotments. (d) Footpaths on A3400 & road from Newbold to Armscote The Clerk had contacted the Divisional Engineer and a reply had been received to say that one area, considered to be in need of repair, would be attended to when resources allowed. (e) Street nameplates - Tredington The Clerk had contacted the Stratford District Council Streetscene Department who had carried out an inspection of the nameplates considered to be needing maintenance. A programme of refurbishment would be carried out in due course. (f) Give Way signs in Tredington & Darlingscott There was no further movement by the Divisional Engineer on replacement of the sign in Tredington but an order to replace the sign in Darlingscott had been raised. (g) Grass cutting contact by contractors No contact had been made by the contractors and the Clerk would write again. (h) Armscote House pond Mr.NEWBERY had visited the site and had carried out some maintenance work on the trees. He had spoken with Mr.Taylor the owner of Armscote House. (i) Former Methodist Chapel notice board The CHAIRMAN reported that the Chapel had not yet been occupied by the new owners and the matter of the notice board was still in abeyance. (j) Tree on Newbold on Stour Village Green Mr.LEESE had met with a contractor Crawshaw Ltd and as a result a quotation for crown lifting and lifting the canopy around the tree at a cost of £85 was received. As this is within the limit of £150 set in the Council's financial regulations, it was agreed that the work could be carried out by Crawshaw Ltd. (k) D road from Blackwell to Armscote Mr.HUTCHINGS reported that the Divisional Engineer had visited the site and some work on the road had been put into the maintenance programme. (l) Mr.DUNN raised a point regarding the future of the Police Service raised by County Councillor Seccombe at the October meeting. He was concerned that the Parish Council had not been consulted directly and that local resources could be jeopardised by amalgamation with a large force such as the West Midlands Police. It was agreed he should draft a letter to the Police Authority on behalf of the Parish Council expressing these concerns. 5. Any matters from the District Councillor/County Councillor. Councillor SAINT advised members that Councillor Seccombe wished him to pass on the message that the horse warning signs for the A3400 at Newbold on Stour had been ordered by the County Council. He told members that the District Council was going through a quiet spell at present and he was happy to take questions from members. The CHAIRMAN asked about the cessation of S136 payments. He said that this matter had gone to the Scrutiny Committee and a decision was awaited. Mr.HOLMES spoke of his concerns over the increasing number of heavy goods vehicles travelling through Armscote which he suspected came from Long Marston. Councillor SAINT suggested that they might be in contravention of the planning consent for the camp. He also suggested that this was a matter for the cross border committee that had been set up a few years ago to address this situation. He would ask for a meeting of this committee to be arranged. Mr.DUNN asked about the progress on the youth pod facility at Shipston on Stour. Councillor SAINT said that there were some difficulties with the siting of the pod at present. 6. Chairman's report and village reports (New matters) (a) Chairman The CHAIRMAN began by thanking Mr.NEWBERY for his work at the pond at Armscote, his work on cutting back the hedge etc., at the play area in Tredington. Mr.DUNN asked if the hedge should be cut back to ground level and it was agreed that the members of the public in the immediate area should be consulted first. The CHAIRMAN spoke of the recent playground inspection and the 'problems' that had been raised. Members were concerned that the council would be in a difficult position if the suggested repairs were not carried out, especially regarding public liability insurance. It was agreed that the work must be completed as soon as possible and the CHAIRMAN undertook to look at the costings etc. (b) Blackwell Mr.HUTCHINGS reported that the pothole at Three Ways had not yet been attended to by the County Council although it was noted that they had this matter in hand. (c) Armscote Mrs.FORSTER reported that Mr.and Mrs.Williams had kindly refurbished the notice board for the Parish Council free of charge as it was in bad shape. The Clerk would send a letter of thanks to them. She was concerned at the number of potholes and the general bad state of the roads in Armscote especially Back Lane and Middle Lane. Also when there was a heavy deluge of rain it did not clear from the double bends and caused large puddles across the road. Finally she reported on her attendance at the planning appeal for the Old Quaker Meeting House. Members asked about other appeals that were pending and the Clerk would report back to the next meeting. (d) Tredington Mr.DUNN was concerned about the oak tree at Old Pastures. He wondered if the occupants of the house realised it was their responsibility to have the tree attended to as it was losing branches. Members thought a direct approach to the owner by a councillor in the first instance was the best way of tackling the problem. (e) Darlingscott Mr.NEWBERY reported on the poor state of the road between Darlingscott and Stretton on Fosse especially the 500 yards of road from the Longdon Junction towards Stretton on Fosse. The Clerk would report the matter to the County Engineer. (f) Newbold on Stour Mr.LEESE reported that the recently purchased signs had been erected and that the gateway off the A3400 had been moved more into the site. 7. To receive any new planning applications The following new applications had been received, comments made by Parish Council to be ratified by Council: (a) 05/03039/FUL - Stepstone Farm - Erection of 6 field boxes and change of use to equestrian centre - no observations (b) 05/03169/ADV - Channings Tredington - erection of signs (retrospective) - no observatons (c) 05/03152/FUL - Channings Tredington - change of use to hairdressing and car sales (retrospective) - no observations (d) 05/03199/FUL - Old Pastures, Tredington - erection of conservatory - being considered (e) 05/03271/LBC - 1,2,3 Sunny Bank, Tredington - replacement window and door - being considered 8. To receive any results of planning applications. The following results of planning applications were noted: (a) 05/02538/FUL - Barn Close - erection of shed - GRANTED (b) 05/02567/FUL - Channings, Tredington - change of use to hairdressing etc - withdrawn by applicant (c) 05/01736/TREE - Tweenwalls, Tredington - fell cypress T1 - CONSENT GIVEN (d) 05/01719/TREE - The White House, Tredington - fell 2 cypress - CONSENT GIVEN 9. To receive any correspondence (a) WCC PTES Dept Annual Review was noted (b) Shipston Electoral Division Panel Meeting 19th January 2006 - Mr.HOLMES took the papers as he hoped to attend the meeting (c) Playground Inspection report was noted under item 6(a) (d) WCC Statement of Community Involvement was taken by the CHAIRMAN to respond on behalf of the Council(e) Letter re New Business Support from SDC was noted by members 10.
