As well as their statutory responsibilities the Town Council also:

  • Contributes to initiatives that improve the quality of life for local people, e.g. installation of CCTV
  • Makes known its views to the planning authorities (Stratford District Council is the Planning Authority in Southam). In addition the Town Council initiated and worked alongside many willing Southam volunteers to produce the Millennium Design Statement which is used as supplementary planning guidance by the planning authority.
  • Seeks to encourage partnerships which will lead to improvements for Southam people, e.g. Vision 4 Southam.
  • By being in touch with residents, is able to inform the relevant authorities of action that needs to be taken.

Keeping Residents Informed top

The Town Council aims to have effective communication with the residents of Southam:

  • The Town Council Newsletter is published bi-monthly and distributed to every household in the town. It is also available in large print on request.
  • The Town Council is currently carrying out consultation with residents of the town to assist with the creation of a Town Plan.
  • Opportunity is given at the start of each Town Council meeting for the public to bring their representations to the Town Council.
  • Contact details for the Town Council are widely distributed to enable people to contact their Town Councillors.
  • It is proposed that there will a trial of 'councillor surgeries this year. See meeting Dates below. 
  • The public can examine the Town Council's financial statement and books after they have been audited.

Planning Applications top

  • Southam Town Council is consulted on all planning applications within the parish and views are invited from the public.
  • Southam Town Council is not a decision maker in planning issues but passes on its observations, and those received from the public, to the District Planning Officers.
  • Stratford District Council is the planning authority and we come under the Dassett Area Planning Committee who meet monthly at Southam College.
  • Planning surgeries are held at the Southam offices of the District Council on a Thursday afternoon. Appointments can be made through the Area Office on 01926 812881.
  • Other Planning enquiries can be made direct with Stratford District Council Dassett Area Planning Department, telephone 01789 267575.

Southam Town Council Meeting Dates top

The Town Council meets at 7.30pm on the last Thursday in the month (apart from August and December when it is in recess) in the Council Chamber (the Foyer) of the Grange Hall, Coventry Road, Southam.

  • Note: There are also regular Town Councillor surgeries held in Southam Library on the second Saturday of each month.

 

Grants top

Grants for local organisations are considered in February and September each year and awarded in April and October respectively. The guidelines for consideration of these grants are as follows:

  1. Grants will be primarily awarded to voluntary organisations. Applications for specific projects will be considered in preference to general running costs of an organisation.
  2. Grants will not be considered for statutory services provided by either another precepting authority or central government.
  3. Grants to voluntary organisations will be conditional upon the following:
    1. The organisation is based in Southam. If not based in Southam the organisation provides a service that is used by, and is normally available to, residents of Southam.
    2. National charitable appeals will only be considered when organised on a local basis by Southam residents and only in exceptional circumstances. Annual appeals will not be considered.
    3. Applications from Southam's churches will be considered on their merits.
    4. Applicants will normally be required to provide a statement of their accounts and to complete a standard questionnaire before their application is considered. Successful applicants will normally be required to provide proof that the grant has been used for the purpose requested.
    5. Organisations will be informed that they need to re-apply in order to qualify for a subsequent grant.
Application forms are available from the Town Clerk and must be submitted at least 2 weeks before the meeting at which they will be considered

Grange Hall top

The Grange Hall, owned jointly by the Town Council and Stratford District Council is set in a beautiful wooded garden and has its own fully licensed bar, stage, fully equipped kitchen and syndicate rooms. The main hall is approximately 56 ft x 34 ft and can accommodate around 200 people. Having been recently refurbished, it is an ideal venue for hire by individuals and organisations for entertainment, dances, celebrations and meetings. It also has ample parking space. Jointly owned and maintained by Southam Town Council and Stratford-on-avon District Council, this Hall is a facility for all the communities of the "Dassett" area. A wide range of entertainment is arranged by the hall's Management Committee on a regular basis, including visits by: Theatre Companies (such as Pentabus, WildWood, Horse and Bamboo) and classical musicians (such as the Orchestra of the Swan, Scirroco Wind Ensemble). Local choirs, silver bands and folk entertainers also appear regularly.
